The driver's license is the smallest. The work permit is the middle size. Both passports use 35×45mm. While all four documents share the same white background and glasses policy, the sizes are not interchangeable. If you bring a passport photo to GIBDD, your application will be rejected.

Why Is the Russian Driver's License Photo So Small?

The 21×30mm format dates back to Soviet-era driving licence design. Early Soviet driving documents used a smaller card than the standard passport booklet, so a smaller photo was embedded in them. Russia retained this dimension through multiple redesigns — including the transition from the folded paper booklet to the current plastic credit-card format introduced in 2011. The card got modernised. The photo size didn't.

The consequence is extremely tight framing. A head that fills 70–75% of the frame in a standard passport photo must fill approximately 80% of the frame in a 21×30mm driver's license photo. The face occupies nearly the full width of the image. Eyes, nose, and mouth must all be clearly visible within a very small area.

This tight framing fails more often than people expect. The face proportion check is strict. Too much space above the head, or the chin cut too low, and the photo is rejected. Compare this to the 35×45mm passport format, where the face height is typically 32–36mm within a 45mm photo — about 71–80%. The proportions are similar on paper. But the smaller canvas makes errors far more visible, and the absolute pixel count at the same DPI is much lower, meaning there's less tolerance for positioning drift. A few millimetres of extra headroom that would pass on a passport photo will fail on a 21×30mm licence photo.

Applying for a Russian Driver's License Through GIBDD

In-person applications go to a GIBDD office or an МФЦ (Многофункциональный центр — Multifunctional Centre). MFC locations handle GIBDD services in most cities and are generally faster than the GIBDD's own offices. Required documents for a first-time licence:

  • Document confirming completion of a driving school, including the driving school's licence number

The medical certificate deserves particular attention. It must include sign-off from a therapist, ophthalmologist, and a narcologist/psychiatrist. Some clinics offer same-day turnaround; others take several days. The certificate is valid for 1 year after issue. If yours expires before you file, you'll need a new medical exam — plan accordingly.
