The United Arab Emirates requires a plain white background for all passport photographs submitted to the Federal Authority for Identity, Citizenship, Customs & Port Security (ICP — الهيئة الاتحادية للهوية والجنسية). The background must be pure white with no patterns, gradients, textures, or shadows. Any deviation results in rejection.
Exact Background Rules for UAE Passport Photos
The background must be:
- White (#FFFFFF) — pure white, not off-white, cream, ivory, or grey
- Uniform — the same shade from edge to edge
- Smooth — no visible texture, grain, or pattern
- Shadow-free — no shadows from your head, body, or hair

The requirement applies to both printed photos and digital uploads through ICP Smart Services. The UAE uses a 40×60mm photo size — larger than the 35×45mm European standard — so the background area must be uniformly white across a larger frame.

What Background Colors Fail for UAE Passport Photos?
Off-white and cream. Walls that appear white to the eye often photograph as cream under indoor lighting. The ICP system detects the difference.
Shadows. Standing too close to the wall casts a body shadow. This is the most common DIY failure.
Gradients. A single overhead light makes the background brighter at the top and darker at the bottom.
Textured surfaces. Walls with visible texture or plaster patterns create patterns the system detects.
Light grey. What passes in Germany or the UK (light grey at 230,230,230) fails in the UAE. The UAE requires white, not grey.
UAE Passport Photo Background vs Other Countries
| Country | Background | Notes |
|---|---|---|
| UAE | White | Plain white required |
| Saudi Arabia | White | Same as UAE (also 40×60mm) |
| India | White | Same as UAE |
| Japan | White | Same as UAE |
| United States | White | Same as UAE |
| France | White | Same as UAE |
| Australia | White | Same as UAE |
| Germany | Light grey | Different — will fail in UAE |
| United Kingdom | Light grey | Different — will fail in UAE |
The UAE shares its white background with most countries, including all GCC states. A white-background photo taken for Saudi Arabia will have the correct background AND the same 40×60mm size for the UAE. Photos from Germany or the UK (light grey) will not pass ICP requirements.
Where to Get UAE Passport Photos with White Background
ICP centres. Federal Authority centres in Abu Dhabi, Dubai, Sharjah, Ajman, and other emirates have photo services on-site. Staff know exact requirements. Cost: AED 30–50. This is the most reliable option.
Typing centres (مركز طباعة). Typing centres throughout the UAE offer passport photo services alongside document processing. Cost: AED 25–50. Most understand the requirements, but verify the white background before accepting.
Professional studios (استوديو تصوير). Studios in major malls and commercial areas produce compliant photos. Cost: AED 50–150. Studios near ICP centres have the most experience. Ask for صورة جواز سفر (passport photo).

Mall photo kiosks. Self-service photo booths in Dubai Mall, Mall of the Emirates, Yas Mall, and other centres produce passport-format photos. Cost: AED 30–80. Check the preview before printing.
UAE residents abroad. UAE embassies and consulates accept photos taken locally. Specify "خلفية بيضاء، جواز سفر إماراتي" (white background, Emirati passport) and verify the result. The UAE's 40×60mm size is larger than the European standard — studios abroad may not have this format as a default.
How to Create a White Background for UAE Passport Photos
The White Wall Method for UAE Passport Photos
- Find a smooth white wall. Test by placing a sheet of printer paper against it — if the wall looks different from the paper, it is not white enough.
- Stand 40–60cm from the wall. This gap eliminates your body shadow.
- Use two light sources at 45 degrees. Cross-lighting cancels shadows.
- Use daylight bulbs (5000K+). Standard warm bulbs cast yellow tones. Switch to إضاءة نهارية (daylight) bulbs.
- Check the result on a computer screen. Zoom into the background — it should be uniformly white.
The Foam Board Method for UAE Passport Photos
White foam board from a stationery shop or IKEA works well. A2 or larger is recommended given the UAE's 40×60mm format. Prop it behind you and light evenly.
Natural Light for UAE Passport Photo Backgrounds
The UAE's intense desert sunlight can work for passport photos if managed correctly. Position yourself near a large window but avoid direct sunlight. The best conditions are during the morning or late afternoon when light is softer. Direct midday sun through a window creates harsh shadows and excessive contrast. On overcast days (rare but ideal), natural light provides even illumination.
The Shadow Problem in UAE Passport Photo Backgrounds
Shadows are the number-one background issue in DIY photos.
The fix: distance. Stand 40–60cm from the wall. The gap gives the shadow space to fall below the frame.
Phone flash creates the worst shadows. The built-in flash casts a sharp shadow directly behind your head. Disable it and use room lighting or window light.
Two lights eliminate most shadows. Position lamps at 45 degrees on each side. If a faint shadow remains, add a third light aimed at the background.
Headwear Rules for UAE Passport Photo Backgrounds
Sheila / hijab: UAE passport photos allow the sheila (شيلة) and other forms of hijab. The face must be fully visible from the bottom of the chin to the top of the forehead. The headwear must not cast shadows onto the background. Darker fabrics provide better contrast against white.
Ghutrah and egal (غترة وعقال): Permitted for men. Ensure headwear does not cast shadows onto the white background. The face must be fully visible.
White headwear note: White ghutrah or white sheila can blend with the white background. Ensure sufficient contrast is visible at the edges. The photographer may need to adjust lighting so the outline of the headwear is distinguishable from the background.
UAE Passport Photo Background Rules for Babies
Infants and young children must meet the same white background requirement.
Newborns and infants. Lay the baby on a plain white sheet and photograph from directly above. Ensure even lighting.
Toddlers. Seat the child against a white background. An assistant can hold the child's attention above the camera.
Children's passports in the UAE require renewal every 5 years. A new photo is needed each time.
Common UAE Passport Photo Background Mistakes
Yellow lighting. Warm bulbs make white walls photograph as cream. Switch to daylight bulbs.
White headwear blending. White ghutrah or sheila against white background loses definition. Adjust lighting to create a subtle boundary.
Wrong photo size. UAE uses 40×60mm — larger than the 35×45mm used in most European countries.
Overexposing the background. Extreme brightness creates a glow. White, not blindingly bright.
Heavy digital editing. Minor brightness adjustments are fine. Aggressive background replacement raises authenticity concerns.
