Indonesian passport photos must measure 35 × 45 mm — the standard ICAO international format. At 300 DPI, this translates to 413 × 531 pixels. These specifications are set by the Direktorat Jenderal Imigrasi (Directorate General of Immigration) and apply to all Indonesian passport applications.
Indonesia shares this format with Japan, the UK, and most of Europe. However, Indonesia's face coverage requirement is stricter than many of these countries.

Indonesian Passport Photo Head Height: The 70–80% Rule
Indonesia requires a tighter face coverage than most countries:
- Head height: 70–80% of the image vertically (chin to top of head)
- In print terms: approximately 32–36mm
- Eye line: Approximately 56% from the bottom of the image
- Centering: Head centered horizontally
The 70–80% range puts Indonesia in the same tier as Japan (71–80%) — stricter than the standard 60–80% used by France, Germany, and Australia. If your face fills less than 70% of the frame, the photo will be rejected.
What this means practically: On a 45mm frame, your head must measure 32-36mm from chin to crown. That's a tight window — only 4mm of tolerance. Position yourself closer to the camera than you would for a European or Australian passport photo. At arm's length with a smartphone, your face typically fills about 50-60% — not enough for Indonesia. Have someone photograph you from about 1.2 metres away, or use a tripod.
Indonesian Passport Photo Size vs Other Countries
| Country | Size | Head height | Shape |
|---|---|---|---|
| Indonesia | 35×45mm | 70–80% | Rectangle |
| Japan | 35×45mm | 71–80% | Rectangle |
| United Kingdom | 35×45mm | 64–76% | Rectangle |
| United States | 51×51mm | 50–69% | Square |
| India | 35×35mm | 60–80% | Square |
| China | 33×48mm | 60–80% | Rectangle |
Indonesia's format is compatible with Japan, the UK, and most European countries in terms of print size. However, the face coverage requirement is the key difference — a photo taken for France or Germany (where 60% is acceptable) may have a face that's too small for Indonesian standards. The safest approach: if you need photos for both Indonesia and a European country, frame the photo for Indonesia's stricter 70-80% rule. It will still pass in most European countries where 60-80% is the range.
For expats and dual citizens: Indonesia shares the 35×45mm size with most ASEAN neighbours (Singapore, Philippines, Malaysia is close at 35×50mm) except Thailand (40×60mm). The dimensions are compatible but face coverage rules may differ.
Glasses and Appearance Rules for Indonesian Passport Photos
- Glasses: Not permitted. Remove all eyewear, including prescription glasses and sunglasses. This is enforced by the Imigrasi system's automated checks.
- Expression: Neutral, mouth closed. No smiling.
- Background: White, evenly lit with no shadows behind the head.
- Hair: Must not cover the face or forehead. For women wearing hijab, the full face from forehead to chin must remain visible.
- Head coverings: Hijab is permitted. The full face including forehead and chin must remain visible. Non-religious head coverings are not allowed.
- Clothing: Avoid white tops that blend into the white background — wear something with contrast.
Common Indonesian Passport Photo Sizing Mistakes
Face too small in frame. The 70–80% requirement is stricter than most countries. Arm's-length selfies typically produce faces at 50–60% of the frame — too small for Indonesia. Stand about 1.2 metres from the camera (slightly closer than for European photos) or have someone else take the photo.
Using a US-sized photo. The US uses a 51×51mm square — completely wrong size and shape for Indonesia's 35×45mm rectangle.
Using an Indian photo. India uses 35×35mm (square). The width matches Indonesia but the height is 10mm shorter. The aspect ratios are fundamentally different (1:1 vs 7:9).
Confusing with the old 3×4 format. Some Indonesian documents historically used 30×40mm ("foto 3×4"). The passport standard is 35×45mm — not the same thing. If the studio asks whether you want "3×4" or "4×6", specify "3.5×4.5cm untuk paspor."
Wrong aspect ratio from phone cameras. Most phones default to 4:3 or 16:9. Indonesia requires 7:9. Crop to the correct ratio before resizing.

Where to Get a Correctly Sized Indonesian Passport Photo
Kantor Imigrasi (Immigration Office). The most reliable option. Immigration offices in Jakarta, Surabaya, Bandung, Medan, and other cities have on-site photo services that produce the correct format. Cost is typically Rp 30,000–50,000. The staff verify compliance before printing.
Professional photography studios. Studios near Kantor Imigrasi offices process passport photos daily. In Jakarta, studios in Kuningan (near the main immigration office) are particularly experienced. Ask for "foto paspor 3.5×4.5cm latar putih." Prices range from Rp 25,000–75,000.
Toko foto in malls. Photo services in Indonesian malls (Grand Indonesia, Plaza Indonesia, Tunjungan Plaza) offer passport photos. Quality varies — check that the output measures exactly 35×45mm and that your face fills 70-80% of the frame before accepting.
DIY at home. If photographing yourself, stand against a white wall in good natural light (near a large window, not in direct sun). Use a tripod or prop your phone at eye level about 1.2 metres away — slightly closer than you'd stand for a European passport photo, because Indonesia requires more face coverage. Verify dimensions in a photo editor before uploading.
Digital Submission Requirements for Indonesian Photos
The Direktorat Jenderal Imigrasi accepts digital photo uploads for online passport applications:
- JPEG format, 413×531 pixels minimum at 300 DPI
- White background, no shadows
- The automated system checks dimensions, face detection, and coverage ratio
- If rejected, the error message may be generic — verify your photo with a compliance checker before uploading
For in-person appointments, bring two identical printed copies on photo paper. Prints must be exactly 35×45mm.
Indonesian Passport Photo Size Rules for Babies and Children
Children's Indonesian passport photos follow the same 35×45mm size requirements. The 70-80% face coverage rule applies regardless of age.
Infants (under 1 year): Lay the baby on a white sheet and photograph from directly above. Both eyes should be open. The 70-80% head coverage requirement makes infant photos particularly challenging — the baby's face must fill a large portion of the frame.
Children (1-5 years): Same rules as adults — neutral expression, eyes open, face centered. The stricter 70-80% coverage means children need to be positioned closer to the camera. Studios at Kantor Imigrasi offices handle children's photos regularly.
Hijab for girls: Girls wearing hijab follow the same rules as adult women — the hijab is permitted but the full face from forehead to chin must remain visible.
Verifying Your Indonesian Passport Photo Before Submission
Use our passport photo checker to validate your photo against Indonesian immigration requirements. Pay particular attention to the 70-80% head coverage — this is the most common reason for rejection.
